City Strategic Planning Efforts

In 2022, the City is working towards having a consistent strategic vision that is understood by citizens, businesses, the Common Council, and staff. To align all these important groups, a three-to-five-year strategic plan will be established. The concept is to have a strategy document prioritizing and guiding policymaking, and, by extension, encouraging proactive planning at a staff-level to achieve defined outcomes. To do this, a consultant was engaged to facilitate a process to identify strategic goals and produce a document for the City to incorporate into processes, decision making and activities. Over next few years, the City is going to have some significant opportunities and challenges. That is why it is a great time to define expectations and priorities as the community moves forward!

Strategic Planning Timeline
(Note: Dates are subject to change)

June 15, 2021: Common Council review and discussion on the Draft Strategic Plan Request for Proposal.

June 22, 2021: The City issued a Request for Proposal - Strategic Planning Professional Services: Vision 2026.

July 16, 2021: Deadline for submittals to be accepted. Six (6) proposal were submitted.

August 23, 2021: Three candidates interviewed Management Partners, Community Collaboration & North Star.

September 7, 2021: Common Council approves Northspan to provide strategic planning services.

November December 2021: Zoom interviews conducted with the mayor, alderpersons, city administrator, and department heads to gain further knowledge and capture hopes around change management & maturing the organization including:

  • Strategic planning feasibility: team action planning & focused implementation
  • Succession planning
  • Leadership coaching
  • Internal training and professional development
November December 2021: Staff and Stakeholder Survey completed.

December 2021: Northspan completes Economic Trend Analysis.

January 3, 2022: Stakeholder Engagement Workshop. One, 3-hour, targeted industry stakeholder engagement workshop which will focus on gaining further feedback on potential Strategic Directions. January 4, 2022: Strategy Group Workshop: Context Presentation & Practical Vision January 5, 2022: Strategy Group Workshop: Underlying Contradictions & Strategic Directions.

January 20, 2022: Strategy Group Workshop: Vision, Mission, and Statement of Core Values.

January 21, 2022: Strategy Group Workshop: Focused Implementation, Part 1-3.

January 24 - February 15, 2022: Strategy Documentation. Draft a feasible 5-Year Strategic Plan & Findings detailing Strategic Directions/Goals, Actions/Strategies and Outcomes/Objectives that includes all elements outlined.

February 15, 2022: Draft Strategic Plan presented to Common Council for consideration.

February/March 2022: Action Planning and Focused Implementation within City Departments.
